PRESENTERS:
Stephen Kroll has twenty years experience in federal award oversight and management. Mr. Kroll managed the financial audit program at USAID. In that capacity not only did he provide oversight of recipients, but he assisted in authoring many of the policies and procedures that impact assistance awards. Mr. Kroll also served as a trainer on these topics to USAID missions, and US based PVOs and non-US PVO's of the respective missions. Since leaving USAID, Mr. Kroll has advised US based and non-US based organizations on Federal rules and regulations and has assisted the Association on numerous presentations at various workshops and annual meetings. His insights into how USAID works have helped PVOs/NGOs navigate their way through the various rules and regs that are so much a part of US gov't funding. He served as a Senior Manager, Federal Awards at RSM McGladrey Inc. an international accounting and consulting firm; Director of Internal Audit for Abt Associates; Vice President, International Operations of Elizabeth Glazer Pediatric AIDS Foundation, and is now Chief Financial Officer at International Executive Service Corps.
Mary L. Markowicz, Director of Program Coordination at the National Democratic Institute (NDI), is an international development professional with expertise in organizing and conducting training, managing donor relations, negotiating awards with donors, ensuring compliance with donor regulations throughout program implementation, and facilitating strategic planning sessions and staff retreats. Ms. Markowicz manages the department that serves as NDI's primary liaison with its donors on grants administration, ensures the quality and timely submittal of proposals and reports, and provides guidance to staff on award terms and donor regulations. She has developed materials and trained NDI Washington-based and field staff, as well as local NGOs, on such topics as proposal and report writing, donor rules and regulations, and program monitoring and evaluation. In addition to conducting the USAID Rules and Regulations workshop, she is a member of the APVOFM's Government Relations Committee, which monitors and contributes to discussions on changes to regulations that affect NGOs. Prior to joining NDI in 1998, Ms. Markowicz was with Family Health International.
